PIN has been a Facilitating Partner of the National Solidarity Programme since 2005. NSP combines community development and infrastructure with local governance capacity building. The Community Development Programme Manager will ensure the timely and effective management and implementation of PIN’s NSP programme, ensuring efficiency, quality, impact and accountability, while upholding the core values of PIN. The Community Development Programme Manager will work under the supervision of the Head of Programmes, and is responsible for a team of approximately 70 national staff. The position is shared between Mazar-e Sharif (PIN’s Country Office) and Kabul, with significant time devoted to field visits.   Organisation context People in Need (PIN) is a Czech NGO that provides relief and development assistant in over 20 countries around the world. Formed in 1992, PIN has grown to be the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad. In Afghanistan PIN has been active since 2001, responding to humanitarian needs where they arise, and through targeted development programmes. Today PIN activities are conducted from programme offices in Paktya, Nangarhar, Balkh, and Samangan as well as two central offices in Kabul and Mazar-e Sharif, with 13 expatriate staff and over 250 national staff members. PIN currently focuses on the main sectors of education, rural development, emergency relief and the new sector of urban poverty, with support from a variety of key donors, including European member states, the Czech Development Agency, and ECHO. PIN has a long term strategic commitment to contribute to the alleviation of suffering caused by extreme poverty and both natural and man-made disasters in Afghanistan, by providing impartial relief and assistance, regardless of the prevailing national and international dynamics. PIN aims to promote community based approaches to avoid undermining local structures. As a small and dynamic organisation all employees are expected to contribute towards the wider development of the country programme and the management of the mission, as well as the development of the organisation. PIN also believes in supporting frequent travel to the field and experiencing Afghanistan from outside the compound walls.   Main Duties & Responsibilities: Senior Management
  • Support the Head of Programmes in the strategic design of PIN’s programming in the governance and community infrastructure sectors
  • Participate in Management Team decision making as required
Programme Management
  • The Programme Manager has the overall responsibility for the quality and timeliness of the implementation of the NSP programme, which currently consists of development contracts in three provinces of Afghanistan (Balkh, Paktya and Nangarhar). The Programme Manager is responsible for delivering high quality technical and administrative management to all field activities.
  • External coordination and representation: The Programme Manager coordinates actively with all relevant stakeholders in the sector, in particular the Ministry for Rural Rehabilitation and Development (MRRD) and the NSP Management Department as well as other Facilitating Partners of NSP.  The Programme Manager also represents PIN toward donors (e.g. World Bank), and undertakes coordination activities through the relevant coordination forums.
  • Human resources and operational management: The Programme Manager is responsible for the whole NSP team, ensuring the full implementation of PIN policies.
  • Reporting (Internal and External): Provide regular internal reporting according to the internal reporting structure, and ensure that all external reporting to the donors is completed in a timely, accurate and high quality manner.
  • Financial Management: Ensure that the project is implemented within the limits of the budget of the separate components, by monitoring expenditure and expenditure forecasts. By understanding and adhering to PIN’s financial guidelines, the Programme Manager, together with the Finance Officer, ensures the compliance with all donor and PIN financial regulations, and archives documentation in the Data Management System (ELO).
  • Programme Development: The Programme Manager is responsible, under the guidance of the Head of Programmes, to develop all components of the current programme. The Programme Manager takes the lead in the identification and development of new proposals to expand the NSP programme in line with the sector strategy and the PIN Afghanistan Country Strategy, and in liaison with all relevant partner organisations.
  • Document and Knowledge Management: Ensure that the relevant tools available within PIN, including the Document Management System and internal reporting, are properly utilised so that documents and knowledge are stored and handed over properly to new national and international staff. This includes developing a programme memory, timeline, best practice experience and training manuals.
  • Ensure that cross-cutting agendas and principles of PIN such as gender equality and non-discrimination are implemented across the programme.
Requirements for Applicants: Education and Experience
  • Relevant overseas experience with demonstrated ability to take over programme and financial management of a large programme
  • Experience in Afghanistan or in similar contexts  an advantage

je platformou českých nevládních neziskových organizací (NNO) a dalších neziskových subjektů, které se zabývají rozvojovou spoluprací, rozvojovým vzděláváním a humanitární pomocí.

Organizace ve FoRS sdílejí společný zájem prosazovat vyšší relevanci a efektivnost české i mezinárodní zahraniční rozvojové spolupráce a zvyšovat její pozitivní dopady pro obyvatele rozvojových a transformujících se zemí. 

Hlavním úkolem FoRS je zastupování společných zájmů členů a posilování spolupráce a vztahů mezi státními institucemi v ČR i EU a nevládními organizacemi na poli rozvojové spolupráce.
